[InputSystem][XR][Quest 1][Quest 2] Opening Oculus menu causes the Input System to spam IndexOutOfRange exceptions
Repro steps:
1. Open attached project
2. Build and Run on Quest 1/2
3. Press the Oculus menu button when the app runs
4. Observe the device's log
Actual: Bunch of IndexOutOfRange exceptions thrown
Reproducible with: 2019.4.17f1, 2020.1.17f1, 2020.2.0f1, 2021.1.0b1
