[InputSystem] InputSystem is not initialized when run in `-batchmode`
1) Run the Integration test `WindowsInput_RemoteDesktopMouseMovements_AreDetected` through utr or yamato
2) Notice the test fails due to `InputSystem.GetDevice<Mouse>()` returning null.
