InputSystem does not initialize properly in a build when accessed early
Reproduction steps:
1. Open project "case_1392358.7z"
2. Open Build Settings window in File > Build Settings
3. Build and Run the Scene "Sample Scene"
4. Observe the application
Expected result: Text saying "Loading" or "Completed" appears on the screen
Actual result: Text saying "Object reference not set to an instance of an object"
Reproducible with: 1.2.0 (2019.4.34f1, 2020.3.26f1, 2021.2.8f1, 2022.1.0b3, 2022.1.0a1)
