Input system reporting mouse position as (0, 0) after pressing mouse outside of the Game view
How to reproduce:
1. Open the project "TestProject.zip"
2. Enter Play mode and click around the Editor windows
Expected result: the button press is not registered
Actual result: the button press is registered as (0, 0) when not clicking on the button in the Game view at random times and spots
Reproducible with: 2019.1.14f1, 2019.2.21f1, 2019.3.0a2, 2019.3.16f1, 2019.4.2f1
Not reproducible with: 2020.1.0a1, 2020.1.0b14, 2020.2.0a16
Could not test with: 2018.4.24f1, 2019.3.0a1 (due to Input System package errors)
Notes:
1. May be an issue related to uGUI instead of Input System.
2. Reproducible with Input System 1.0.0 and 1.0.0-preview.3
