Input System doesn't throw away Mouse Input before the actual Gameplay when Play Mode is active
Reproduction steps:
1. Open the attached project
2. Open the Console Window (Windows > General > Console)
3. Enter Play Mode and move your cursor away from the Play button
4. Observe the output in the Console Window
Expected result: Console Window output should be empty
Actual result: OnLook value logged in the Console Window is really high
Reproducible with: 1.2.0, 1.3.0, 1.4.0 (2020.3.22f1, 2020.3.33f1, 2021.3.0f1, 2022.1.0a10, 2022.1.0b16, 2022.2.0a11)
Not reproducible with: 1.2.0, 1.3.0 (2019.4.38f1, 2020.3.21f1, 2021.1.28f1, 2022.1.0a1, 2022.1.0a9)
