[Input System] "Control index is out of range" exception is thrown when pressing buttons
Reproduction steps:
1. Open project in"3D Ship Editor.zip"
2. Connect a controller and enter Play Mode (tested with Dualshock 4 v2)
3. Press X button a few times (for PS4 controller)
Expected result: No exceptions appear
Actual result: Control index is out of range exceptions appear
Reproducible with: Input System 1.0.2 (2021.1.14f1)
Could not downgrade or upgrade the project because it breaks (has really high number of packages, and even if there are no errors the functionality gets impaired)
