[Input] Different buttons are selectable while holding Enter key
Steps to reproduce:
1. Download and open the project "UISubmitReleaseBug.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Enter Play mode
4. Use the W/S key or the Up/Down arrow key to select between the 3 buttons
5. Hit the Enter key and without releasing it select another button
6. Release the Enter button
7. Notice the text above the buttons
Expected result: Cannot navigate between buttons while holding down the Enter key
Actual result: Can navigate between buttons while holding down the Enter key
Reproducible with: 2019.4.26f1, 2020.3.7f1, 2021.1.6f1, 2021.2.0a16 (1.1.0-preview.2)
Could not test with: 2018.4.34f1 (No 1.1.0-preview.2)
Note:
1. Issue is reproducible on both Windows and macOS (1.1.0-preview.2)
2. In 1.1.0-preview.1, Submit action is called on pressing the Enter key

Fixed in Input System 1.1.0-pre.6 in 2019.4.0f1 and above
