[Input] Latest pressed button release of two isn't detected when releasing them off-screen
How to reproduce:
1. Open the user’s attached “InputOutFrameTest” project
2. Enter the Play Mode in the “SampleScene” Scene
3. Click and hold the left and right mouse buttons
4. Release one and then another button
Expected result: Both former and latter button releases are detected
Actual result: The latter button release isn't detected
Reproducible with: 2020.3.38f1, 2021.3.8f1, 2022.1.14f1, 2022.2.0b5, 2023.1.0a6
Reproduced on: Windows 10
Note: Refer the Console log output messages regarding button is clicked or released

Thanks for the bug report however as this issue seems to not be a regression and is affecting only the old Input Manager we will close this for the time being as we focus on the new Input System.
