Input Fields activate on mouse down when dragging UI elements in Scroll Rect
How to reproduce:
1. Open the user's attached project
2. Open scene Scene
3. Go to the Game view
4. Enable "Maximize On Play" in the Game view Control bar
5. Press the Play button
6. Attempt to drag the scrollable UI elements by clicking and dragging anywhere within the Scroll View
7. Attempt to drag by clicking and dragging on the Input Fields
Expected result: Input Fields aren't activated, Scroll View is draggable
Actual result: Input Fields are activated on mouse down, cannot drag the Scroll View
Reproducible with: 2019.4.30f1, 2020.3.17f1, 2021.1.18f1, 2021.2.0b9, 2022.1.0a6
Notes: Sliders are also activated on mouse down and prevent dragging

Resolution Note:
This issue happens for all elements that implements IDragHandler (eg: Slider, Dropdown, Input). We cannot know if the user wants to drag the window or perform a selection inside the input field. Therefore, it will stay as it is for consistency.
