Input Events are not raised when the Editor is frozen
How to reproduce:
1. Open the user's attached project
2. Open "SampleScene" Scene
3. Enter Play mode
4. Press the "L" key 20 times until the Editor freezes
5. Press the "Space bar" key a few times
6. Observe the Console window
Expected result: Input Events called when the Player loop is not ticking are raised instantly
Actual result: Input Events are raised after the Player loop starts ticking
Reproducible with: 1.0.0-preview.4, 1.3.0 (2019.4.36f1, 2020.3.27f1), 1.3.0 (2021.2.11f1, 2022.1.0b6, 2022.2.0a4)
Could not test with: 1.0.0-preview.3 and lower - due to errors in the Console window
