Input.GetKey does not trigger when the mouse cursor is outside the Game window
Reproduction steps:
1. Open the attached "Input EmptyProjectg.zip" project
2. Open the "SampleScene" Scene
3. Enter Play Mode
4. Click inside the Game view to make sure it's focused
5. Press and hold Spacebar
6. Observe the Cube in the Game view
7. Move the mouse cursor outside the Game window
8. Repeat step 6
Expected result: The Cube is red (Input.GetKey(KeyCode.Space) is true)
Actual result: The Cube is black (Input.GetKey(KeyCode.Space) is false)
Reproducible with: 2020.3.16f1, 2021.1.17f1, 2021.2.0b7, 2022.1.0a5
Not reproducible with: 2019.4.29f1, 2020.3.15f2
