IndirectArgs do not bind properly when using DX12
Steps to reproduce:
1. Open user-supplied project
2. Run the Scene with DX11 - no cubes are rendered
3. Run the Scene with DX12
Expected: no cubes are rendered
Actual: cubes are rendered
Reproduced in: 2019.2.21f1, 2019.3.3f1, 2020.1.0a25
Not reproduced in: 2018.4 (can't enter Play mode)
