Incorrect root hierarchy order when importing Unity Package
How to reproduce:
1. Create and open a new Unity project
2. Import the attached Unity Package "UIPixelator_v2.1.unitypackage"
3. Open Assets/Abiogenesis3d/UPixelator_Example/Scenes/UPixelator_Example.unity
Expected results: GameObjects in the Hierarchy window are in the correct order
Actual results: GameObjects in the Hierarchy window are in the incorrect order
Reproducible with: 2021.3.32f1, 2023.2.0a18
Not reproducible with: 2022.3.12f1, 2023.1.19f1, 2023.2.0a19, 2023.2.0b16, 2023.3.0a12
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
