Inconsistent window control states in empty Asset Manager window: "Add Filter" - non active, other ones - active
Steps to reproduce:
# Create a new Unity project
# Install the "Asset Manager" package
# Open Asset Manager window (Window -> Asset Manager)
# Observe the empty "Asset Manager" window
Actual results: "Add Filter" section is disabled, but "Clear", "Save", and "Sort by" areas are displayed as active
Expected results: All areas/functionalities should be disabled as the window is empty
Reproducible with versions: 1.7.0 (6000.0.58f1, 6000.2.6f1, 6000.3.0b2)
Tested on (OS): macOS - Sequoia 15.6.1
