Inconsistent Terrain Tree rotation when LOD Group is not present in the Tree Prefab
Reproduction steps:
1. Open the attached project named "Case_1149511"
2. Select the Terrain gameObject and the Cube1 Tree
3. Paint the Trees using a Brush. Painted Trees will not rotate
4. Paint the Trees using Mass Place Trees option
Expected result: Painting the same Trees using a Brush and the Mass Place option produces the same results
Actual result: Painting the same Trees using a Brush and the Mass Place option does not produce the same results
Reproducible with: 2017.4.27f1, 2018.4.0f1, 2019.1.3f1, 2019.2.0b2, 2019.3.0a2
Notes:
1. When a Tree with the LOD Group is used, the behavior between Brush and Mass Place is the same
2. When a Tree without LOD Group is selected, a pop up is shown that rotation for such Trees is not supported (Snapshot_1149511_V1)

Resolution Note:
When placing trees via Mass Place Trees, all tree types are placed. When there are trees with and without LOD groups, only the trees that have LOD groups are displayed with rotation.
