Inconsistent popup menu behavior between tabs
Steps to reproduce:
1. Open new project
2. Click on 'Account' tab (Top right corner of the editor, near 'Layers' and 'Layout')
3. While it's open, click on the tab again
-- Tab re-opens
4. Click on 'Layers' tab two times
-- Tab closes
Expected behaviour: Consistent behaviour between menus/tabs/popups
Reproduced on: 2017.4.6f1, 2018.1.6f1, 2018.2.0b10, 2018.3.0a3
