Importing VFX with a ShaderGraph assignment doesn't automatically compile the VFX shader.
Repro steps:
1. Import the attached package.
2. Observe that the VFX with ShaderGraph has no compiled.
3. Reimport it or go to Edit > Visual Effects > Rebuild and Save all Visual Effects
4. Observe that the VFX has still not compiled.
5. Open the VFX
6. Observe it now compiles the VFX shaders.
Expected outcome: the vfx to compile as soon as it is imported.
Notes:
- old issue, happens at least in 10.4.0 and up to latest 12.0.0
