Imported Video clip has missing frames and is shorter when comparing it to itself before importing
Steps to reproduce:
1. Create an empty project
2. Import users attached video to the project
3. Preview it in the Import settings In the bottom of the Inspector window
4. Notice the video is very short or does not have any frames for a big portion from the start
Expected results: Video is played from the start to finish
Actual results: Video is shorter than original or the video does not change frames until the end
Reproducible with: 2018.4.26f1, 2019.4.5f1, 2020.2.0a18

Resolution Note:
The movie file is missing the initial key frame in the video track.
