If there's more than one active Canvas in the scene only the UI elements belonging to the oldest Canvas are selectable
To reproduce:
1. Open attached project
2. Open main scene
3. Click on any of the red panels in the Scene view and notice how they become selected
4. Click on any of the blue panels and notice how they don't get selected
