Icons in the editor are blurry when Texture Quality is set to Half Res, Quarter Res or Eighth Res
How to reproduce:
1. Open the attached project "IconsBlur"
2. Observe the Unity Editor
Expected result: All icons in the Editor are high resolution
Actual result: Some icons are rendered in low resolution
Reproducible with: 2019.4.38f1, 2020.3.34f1, 2021.3.2f1, 2022.1.0b16, 2022.2.0a15
Reproducible on: Windows 11 Pro
Note: In 2019.4, 2020.3 an 2021.3 the icons are blurry in the Hierarchy, Project and Plastic SCM windows. In the 2022.1 and 2022.2 versions the icons are blurry only in the Plastic SCM window
