Huge Scrollrect/Layout performance regression in Editor
Reproduction steps:
1. Open project attached (scrollrect perf.zip)
2. Open scene "test".
Expected result: FPS will be ~60.
Actual result: FPS is lower, expand some UI elements to make it worse.
Reproduced on: 2017.2.0a1, 2017.2.0f2, 2017.3.0b3.
Works fine on: 2017.1.0f3, 2017.1.2p1.
