[Hub] Installing Unity Editor fails when the path to "Unity Hub.exe" contains Unicode characters
How to reproduce:
1. Create a folder containing characters from a different language than the one currently selected for non-Unicode programs (e.g. Тест)
2. Install Unity Hub to the folder created in the 1st step
3. Launch Unity Hub
4. Go to the Installs tab
5. Click ADD > Select a version > NEXT > DONE
Expected results: the installation starts
Actual results: Windows cannot find "Unity Hub.exe" error is thrown
Notes:
-Hub seems to support Unicode in other areas
-Workaround: Open Control Panel > Region> Administrative tab >Under Language for non-Unicode programs click "Change system locale" > Either set the Current system locale to your language or use the UTF-8 Beta for worldwide language support
