[Hub] Installing 2019.3.0a8 fails with documentation module when using non-English system locale
Reproduction steps:
1. Set system's region and locale to non-English
2. Open Unity Hub
3. Go to "Installations" window
4. Install Unity 2019.3.0a8 together with Documentation
Expected result: After a while Unity version gets installed
Actual result: Unity version fails to install/continues to install indefinitely
Reproduces on: 2.0.3
Notes:
- Upon restarting Unity Hub sometimes the new Version can be seen as installed although it hasn't finished in the previous session
- Reproduced using Japanese locale, region and language pack
