If you are shown the Developer Survey while the Hub has an update available, the survey content will be drawn on top of the banner.

1. Install an old version of the Hub
2. Make sure your machine doesn't have a valid licence file on it
3. Open the hub
4. Go through the steps to activate Unity unitl you reach the Developer Survey
5. Scroll throught the survey

Result:
Survey content is drawn over update banner, including the text and scrollbar on the right.

Expected Result:
The update banner should be drawn on top of the window content.
