[Hub] A failure error is thrown when installing the Visual Studio module for the first time
Steps to reproduce:
1. Make sure to not have Visual Studio installed
2. Open Unity Hub
3. Go to Install > Install Editor > select a Unity version
4. Select and install the Visual Studio module
Expected result: Editor and selected modules are installed
Actual result: Editor is installed, but an error is thrown that the Visual Studio module failed to install
Reproducible with: 3.2.0
Reproducible on: Windows 10
Note: This is because Visual Studio asks for pc restart to complete the installation
