[HUB 2.0.0] Hub does not always respect the build platform setting set by the user before launching a project
How to reproduce:
1. Open Unity Hub 2.0.0
2. Create a new Unity project and close it
3. In Hub window set the 'Target Platform' for the project to a platform other than the default one
4. Launch the project again
Expected result: the project is set to the selected platform
Actual result: the selected platform is ignored
Reproducible with: 2017.4.27f1, 2018.3.0a1
Not reproducible with: 2018.3.0a2, 2018.4.1f1, 2019.1.3f1, 2019.2.0b3, 2019.3.0a3
