Hovering on the three-dot menu also highlights the tab header near it when not all tabs fit the bar
How to reproduce:
1. Create a new Unity project
2. Make sure to use the default layout
3. Populate the tabs header in the Scene/Game view block so the arrow to scroll through them appears
4. Hover on the three-dot menu of the Scene view
5. Observe the results
Expected results: Only the three-dot menu is highlighted
Actual results: The three-dot menu and the tab header near it are highlighted
Reproducible with: 2022.3.56f1, 6000.0.37f1, 6000.1.0b5
Reproducible on: macOS Sequoia 15.1 (M1)
Not reproducible on: No other environment tested
