Hierarchy order of canvas children is not persistent
To reproduce:
1. Open attached project
2. Open scene "TestScene"
3. In the hierarchy navigate to 2D Canvas > WindowsParent
4. Switch the order of the children inside WindowsParent
5. Save the scene and close/open the project
6. Notice how the order is different
Seems to be related to 2D Canvas

There are like 4 bug reports for this and UT has marked every one of them as fixed and it isn't!

This issue is not fixed as of Unity 5.5!

This is not fixed! (version 5.1.3f)
