[HDRP Water] Waterline rendering glitches when excluder is used
Reproduction:
1) Open the attached project scene w1
2) Alight view to Main Camera
Expected result: no artifacts
Tested on srp/devs branch

Resolution Note:
this is by design, water excluder are not supposed to be used like that and it would be too expensive to fix it
