[HDRP] Water surface water height sampling returns false height when distant wind speed is high
Steps to reproduce:
- Open any HDRP project
- Download the water sample from HDRP package manager sample tab
- Open island scene
- Enable Water in Project Settings > HDRP > Rendering > Water
- Observe the seagulls, and make sure that they follow the water surface
- Now select the ocean and increase distant wind speed
Actual results: The seagulls stops following the ocean water surface
Expected results: Seagulls should still float properly

Reproducible with versions: 6000.0.10f1, 6000.4.0a1
Not reproducible with versions: 6000.0.9f1
