[HDRP] Water is leaking uniforms
*Steps to reproduce:*
1. Create a Shader Graph with the property "Foam Smoothness" and set the reference to _FoamSmoothness
*Actual results:* There is conflicts between properties even if water is disabled
*Expected results:* There shouldn't be any conflicts.
*Reproducible with versions:* 2023.3 / 2023.2 / Unity 6
