[URP] [Vulkan] Terrain with Draw Instanced enabled not being rendered correctly in wireframe mode
Versions tested: 2019.3.0f3 + 7.1.7
Happens on HDRP, URP, Standard
Steps to reproduce:
1) Open attached project
2) Make sure Unity is set to Vulkan graphics API
3) Enable Draw Instanced for the terrain
4) Switch to wireframe mode
5) Observe that wires are being rendered incorrectly, with wrong transforms
Note: happens only on Vulkan
