[HDRP] Viewport resolution works incorrectly when dynamic resolution scaling is used
Reproduction steps:
1. Open the "SampleScene" Scene in the attached "DynamicResHDRPBug_2021_2_8_Extracted.zip" project
2. In File > Build Settings make sure that the "SampleScene" Scene is added in Scenes in Build
3. Build and Run
Expected result: Viewport resolution is stable as in the Game view
Actual result: Viewport resolution scales from bottom left (acts like zoom)
Reproducible with: 12.1.3 (2021.2.8f1), 12.1.4 (2021.2.9f1)
Not reproducible with: 10.8.1 (2020.3.27f1), 12.1.2 (2021.2.7f1), 13.0.0 (2022.1.0a11), 13.1.5 (2022.1.0b5)
Could not test with: 7.7.1 (2019.4.35f1) - errors due to project downgrade, 2022.2.0a2 (errors after upgrade: [Package Manager Window] Error fetching package list offline)
