[HDRP][VFX] Vfx graph particles are flickering in Motion Vector debug mode
Steps to reproduce:
1. Open attached project
2. Make sure SampleScene2.unity is opened
3. Open Window -> Render Pipeline -> Render Pipeline Debug
4. In Fullscreen Debug Mode select MotionVector
5. Observe that vfx graph particles are flickering in Motion Vector debug mode, but regular cube with animation does not
Expected result: vfx graph particles should not be flickering in Motion Vector debug mode
