[HDRP] Unlit Shader Exposure Weight slider has no effect, or the weight goes only upwards
Steps to reproduce:
1. Open attached project
2. Select the Sphere game object
3. Tune the slider and observe that it has no effect
Expected result: Exposure weight should have an effect for HDRP/Unlit shader
Reproduced in: 2019.1.0b7
