[HDRP] Transparent ShaderGraph isn't rendering correctly when using Custom Editor GUI
Reproduction steps:
1. Open the "1382226.zip" project
2. Open Assets > Scenes > SampleScene
3. In Scene View observe the "Cube" GameObject
Expected result: GameObject "Cube" look transparent
Actual result: GameObject "Cube" looks foggy
Reproduced in: 7.7.1 (2019.4.32f1), 10.7.0 (2020.3.23f1), 11.0.0 (2021.1.28f1), 12.1.1 (2021.2.4f1), 13.1.1 (2022.1.0a16)

I can reproduce the bugs in Unity 2021.2.3f1 (Shader Graph 12.1.1).
