[HDRP] Textures become white and black when entering Play mode if Camera's Viewport Rect Y value is more than 0
How to reproduce:
1. Open the "HDRP_issue.zip" project
2. Open the "Testing Area.unity" scene
3. Press Play
Actual result: The textures of the objects become white/black.
Expected result: The textures should remain normal.
Reproducible with: 2018.3.7f1, 2019.1.0b4.
Not reproducible with: 2019.2.0a6.
Reproducible with HDRP versions: 5.2.0, 5.2.3.
Not reproducible with HDRP versions: 5.3.1.
notes:
The issue happens when camera's Viewport Rect Y value is set to higher than 0.
Sometimes Unity crashes while changing Camera's Viewport Rect Y value and entering Play mode (Not reproducible on 2019.2)
