[HDRP]Template Light Map is corrupted on first launch before rebaking
To reproduce:
1. Create a new HDRP Template project
2. Observe the Concrete wall material in Sample Scene
Expected: the UV maps are the same as in previous versions, without artifacts
Actual: lots of light artifacts on UVs
Reproduced on:

Not reproduced on:
2020.3.20f1
Notes:
- Rebaking the lights in the scene fixes the issue
