HDRP template is broken and renders pink magenta when creating a new project with HDRP template
How to reproduce:
1. Create a new project with High-Definition RP template
Expected result: HDRP template renders objects with advanced materials
Actual result: HDRP template renders pink magenta
Reproducible: 2019.1.0a7, 2019.1.0a8
Not reproducible: 2018.3.0b10, 2019.1.0a9
Note: The HDRP feature was added in Unity 2018.1
