[HDRP] Switching to Default Layout, then switching to any other Layout with multiple Scene views makes lighting darker in HMD
Reproduction steps:
1. Open the attached "1415960.zip" project
2. Switch to Default Layout (Window > Layouts > Default)
3. Switch to 4 Split Layout (Window > Layouts > 4 Split)
4. Enter the Play mode and observe the Scene in the HMD
Expected result: The lighting in HMD is the same as in Unity
Actual result: The lighting in HMD is darker than in Unity
Reproducible with: 12.1.0 (2021.2.0b16), 12.1.6 (2021.2.19f1, 2021.3.0f1), 13.1.7 (2022.1.0b16), 14.0.0 (2022.2.0a7)
Not reproducible with: 7.7.1 (2019.4.38f1), 10.8.1 (2020.3.33f1), 12.0.0 (2021.2.0b15), 14.0.1 (2022.2.0a8), 14.0.2 (2022.2.0a10)
