[HDRP] Subsurface Scattering toggle in HDRP quality settings does not work
Versions tested: 19.3.a12 + 7.0.1
Steps to reproduce:
1) Open attached project, SampleScene
2) Go to Edit -> Project Settings -> Quality/HDRP -> Material section, disable Subsurface Scattering
3) Observe that SSS effect is still visible in the scene
