[HDRP] Shadows do not appear when Cascade Count is less than 4
How to reproduce:
1. Open the user's project
2. In the Project window find Scene Settings Profile and select it
3. In the Inspected change Cascade Count to 3
Expected result: Shadows near the camera are visible
Actual result: Shadows do not appear no matter the distance from the camera
Reproducible on: 4.0.0 preview, 4.0.1 preview
Not Reproducible on: 3.3.0 preview, 4.1.0 preview, 4.6.0 preview
