[HDRP] Shadowmask object shadows won't blend with Distance Shadow mask Directional light
Reproduction steps:
1. Open "ShadowMaskHDRP_BugReport.zip" project
2. Enter Play mode
3. Notice how the Shadows under the Grey Cubes are rendered
Expected Result: Shadow mask object shadows blend with Distance Shadow mask Directional light
Reproduced with: 2019.3.0a1, 2019.2.0a13, 2019.1.0f2
Did not reproduce on: 2018.3.14f1, 2017.4.26f1
