[HDRP] Setting Maximum Shadows on Screen to less than the current amount of shadows breaks rendering
Versions tested: 2020.1.0a8 + HDRP 8.0.0/Staging
Steps to reproduce:
1) Open attached project, "SSR" scene
2) Select HDRP asset "3" (or any other asset that is assigned to the current quality level)
3) Set Maximum Shadows on Screen to <35
4) Observe that rendering loop gets broken
