[HDRP] Screen space refraction does not update until Visual Environment is toggled on/off
Look at the video starting at 0.55 (see core issue)
or
1) Make a refracting material
* Surface type: Transparent
* Refraction model: Sphere
* Base map: set fully transparent
2) Add material to a sphere
3) Add a gradient sky
4) Look at the edges of the sphere
Expected result:
Edges are blue-ish (refraction uses sky data when offscreen)
Actual result:
The edges are black. Fixes itself when Visual Environment is enabled and disabled
