[HDRP] Screen Space Ambient Occlusion produces high levels of noise
How to reproduce:
1. Open the attached project named "demo.zip"
2. Open the SampleScene
3. Click Window -> Render Pipeline -> Render Pipeline Debug -> Lighting and set the Full Screen Debug Mode to SSAO for better visibility
4. Observe the example assets in the Scene while in Play mode(Issue is most clearly visible under the workbench)
Expected result: Applied SSAO does not have high levels of noise
Actual result: Applied SSAO has severe noise
Reproducible with: 2019.3.0f6(7.2.0), 2019.4.10f1(7.3.1, 7.4.1), 2020.1.0b15(8.1.0), 2020.2.0b2(9.0.0-preview.54)
Not reproducible with: 2019.3.0f6(7.1.8), 2019.4.10f1(7.4.2, 7.4.3), 2020.1.0b15(8.2.0), 2020.2.0b2(10.0.0-preview.27)
Could not test with: 2018.4.27f1(HDRP was in early preview stage)
Fixed in - 7.4.2, 8.2.0, 10.0.0-preview.27
