[HDRP] Scene view becomes Black when it contains a Visible mesh with Z-axis Scale set to 0 and Bloom is Enabled
Reproduction steps:
1. Create a new HDRP template project
2. Add a cube in the sample scene
3. Set cube's scale on Z-axis to 0
Expected result: Cube turns into a plane
Actual result: Scene view turns black
Reproducible with: 2019.2.0a1, 2019.2.7f2, 2019.3.0b4, 2020.1.0a5
Not reproducible with: 2018.4.10f1, 2019.1.14f1
Could not test with: 2017.4.32f1(No package manager)
Reproducible with package versions: 6.5.2, 7.1.1
Not reproducible with package versions: 4.1.0, 5.16.1
Notes:
1. HDRP version 6.5.2 became available in 2019.2.0a1
2. The issue does not reproduce if the object is not visible in the Scene view or its Mesh Renderer is disabled
3. Reproducible with the following meshes: Cube, Sphere, Capsule, Cylinder, Plane(Y-axis scale must be set to 0)
