[HDRP] Scene Gizmos are rendered into RenderTexture
Steps to reproduce:
1. Open users attached project "BugReports.zip"
2. Match the Camera as close as possible in the Scene View as displayed in the attached video
3. Barely move the Camera around
4. Notice the Gizmos appearing on the Render Texture
Expected results: Scene Gizmos are not Rendered on Render Texture
Actual results: Scene Gizmos are being Rendered on Render Texture
Reproducible with: 2019.1.14f1(5.16.1), 2019.2.0f1(6.9.1), 2019.3.0a11
Notes: The project fails to downgrade to 2018.4.5f1(4.10.0), therefore, I am unable to test this version. Same happens with when trying to upgrade to 2019.3.0a11(7.0.0)
