[HDRP] RP asset not listed in quality settings list
Version tested 2020.1.0a3, 2020.1.0a4, 2020.1.0a5, 2020.1.0a6, 2020.1.0a7 + 7.0.1
1) Create a new HDRP template project
2) Go to Project Settings -> Quality/HDRP
3) Observe that Quality list is empty
Expected result: list should show selectable HDRP assets assigned to quality levels
