[HDRP] Rendered view is blurry when using Motion Blur and CameraRelativeRender is set to 0
How to reproduce:
1. Open attached "HDRP-NoCameraRelativeRendering.zip" and SampleScene scene
2. Select Windows/Render Pipeline/HD Render Pipeline Wizard
3. Select the Install Configuration Editable Package
4. Navigate to LocalPackages/com.unity.render-pipelines.high-definition-config/Runtime and open ShaderConfig.cs
5. Change the ShaderOptions enum CameraRelativeRender to 0
6. Select Edit/RenderPipeline/Generate Include Files
7. Enter the Play mode and observe the Game view
Expected result: The Game view is rendered properly
Actual result: The Game view is blurry
Reproducible with: 7.5.1 - 10.1.0(2019.4.16f1, 2020.1.16f1, 2020.2.0b12, 2021.1.0a1, 2021.1.0a8)
Not reproducible with: 10.2.0(2020.2.0b8, 2020.2.0b14, 2021.1.0a8)
Could not test with: 2018.4.29f1(could not downgrade)
